Attached is the extinction table for PALOMAR (1700m).  You can scale
this to other altitudes assuming that the scale height of the atmosphere
is about 7000 m and multiplying the entries (magnitudes) in the table by
airmass*exp((1700-alt)/7000).  This is not quite correct, because there
are contributions to the extinction (primarily ozone) which are
independent of altitude, but the major contribution is molecular
Rayleigh scattering, which scales in the indicated manner.  The onset of
ozone is so sudden that treating it the same way is not a problem. 
There is contribution from water in the red which is highly variable
anyway, so no simple treatment is very good.
