Robert Bradbury's site - look under optical and infrared SETI. Bradbury has a useful bibliography. The web site seems to have been driven by the July 2000 Scientific American article by Ian Crawford "Where are They?"  expressing skepticism about the  possibility of finding much extra terrestrial intelligence.
